Revive Community Solar in California
The California Public Utilities Commission (CPUC) recently sided with monopoly utilities in a decision that will crush California’s community solar market and prevent thousands of households from accessing the cost-saving benefits of solar energy. Market forecasts show there is strong demand from businesses to build new community solar capacity in California, but these investments will not move forward if the CPUC’s decision holds. California regulators must change course if they want to lower household energy costs and make progress toward the state’s clean energy goals. The Net Value Billing Tariff proposal (NVBT) — supported by solar and storage industry leaders, environmental justice organizations, and energy and ratepayer advocates across the state — is the right path forward to provide community solar to low-income Californians and to support grid resilience for all ratepayers.

Why We Need the Net Value Billing Tariff (NVBT)
- The NVBT community solar + storage program will reduce household utility bills for milions of Californians at a time when bills are historically high.
- The NVBT program allows 51% of project subscriptions to be reserved for low-income households.
- The NVBT program provides homeowners, renters, and businesses equal access to the economic and environmental benefits of solar and storage.
- Unlike the utility-backed alternative, which is not commercially viable, the NVBT program can tap into hundreds of millions of dollars in state and federal funding to expand solar access.
- The NVBT program will reduce our reliance on polluting fossil fuel plants and empower communities with local clean energy investments.
